Philadelphia, PA
Project Overview
A client acquired a former automotive lube facility with the intention of converting the property into a used car sales business. Before the business could begin operating, the property required zoning approval and a Certificate of Occupancy from the City of Philadelphia.
Permit Masters was engaged to evaluate the property, determine the applicable code requirements, and guide the project through the municipal approval process.
Code and Zoning Evaluation
The first step was a detailed review of the property’s zoning designation and the existing building conditions. This evaluation determined whether the proposed use would require a change of occupancy classification under the applicable building code.
Following the review, I coordinated with a design professional to prepare as-built plans reflecting the current building layout. These plans were updated to identify required life safety elements, including egress pathways and emergency lighting.
After reviewing the project under the existing building code, it was determined that the proposal qualified as no change of occupancy classification, which significantly simplified the approval process and reduced the scope of required upgrades.
Permit Strategy and Submission
With the code analysis complete, I prepared and submitted the Zoning Use Permit application to the City of Philadelphia. Once zoning approval was secured, the project advanced to the next phase.
Plans were then submitted for an Administrative Permit to obtain a Certificate of Occupancy for the new business use.
Inspection and Final Approval
Permit Masters coordinated the required municipal inspection and ensured all compliance items were addressed.
Following a successful inspection, the Certificate of Occupancy was issued, allowing the client to officially begin operating the used car sales business.
Result
Through proper code evaluation and a structured permit strategy, the project moved efficiently through the approval process.
The client was able to transition the property into its new use and begin operations without unnecessary delays.
